Annual Statement of Governance 2025-26

The Full Governing Body (FGB) of All Saints Infants School (ASIS) met six times during the 2025-26 academic year, once per half term. This meeting pattern is to be carried forward into the 2026-27 school year.

The Governing Body is responsible for setting the strategy of the school and monitoring its implementation. At the start of the year, the Governing Body agreed to continue with the structure approved at the start of 2020-21 whereby there is limited delegation to committees and so the majority of the business of the Governing Body business was conducted via these FGB meetings. This structure is planned to continue in 2026-27.

Governors expect that the school will promote and deliver the highest possible standards of provision for pupils in terms of safeguarding, curriculum, health and safety and the school environment. Governors are responsible for the conduct of the school in all areas.  All Governors are involved in setting and monitoring the school's vision, aims and policies and may be involved in hearing appeals or grievances.

Key roles of the Governing Body:

  • To ensure clarity of vision, ethos and strategic direction for the school
  • To hold the school’s senior leadership to account for the educational performance of the school and its pupils, and the efficient and effective performance management of staff
  • To oversee the financial performance of the school and make sure its money is well spent
  • To secure, develop and maintain the Christian character of the school throughout all areas of its work.

Strategic Aims of the Governing Body

  • To continue to insist on the highest possible standards of education and learning for the school and its pupils
  • To consider and determine the school’s vision and strategic direction with particular consideration given to:
  • The long term sustainability of the school in terms of budget, staffing, admissions and performance and the identification and mitigation of risks in these areas
  • The ability of the school to achieve the goals established in the annual School Improvement Plan
  • The ability of the school to maintain the highest standards of provision for pupils in terms of safeguarding, curriculum, health and safety and the school environment
  • The preservation of the school’s status as a church school and its relationship with All Saints Church and the Oxford Diocese
  • Effective management of the implications of there being one Headteacher across All Saints Infants and All Saints Junior schools
  • Effective sharing of staff and resources between the All Saints schools
  • Greater integration of families and pupils across the two schools.

Effectiveness of the Governing Body

We are continuously striving to maintain the highest standards within the Governing Body. We undertake regular evaluations of our effectiveness and conduct periodic skills audits; these are used to enhance our practices and influence governor recruitment and training.

The Governing Body ensures that there are regular monitoring visits by the local authority’s School Effectiveness Team, typically centred on curriculum design and delivery, together with an annual external safeguarding review. A governor shadows these external monitoring visits, reports to the Full Governing Body about the visit, and then governors monitor the implementation of any actions flowing from these visits and their impact.

School leaders schedule a regular programme of monitoring the effective implementation of the school’s teaching, learning and marking policy, through activities such as book looks, which cover each subject every half term. A governor shadows these activities and reports to the Full Governing Body at a subsequent meeting.

The Governing Body operates a link governor structure, whereby governors have a designated area of responsibility to conduct monitoring work on behalf of the Governing Body. In 2025-26, these link governor roles covered Safeguarding, Vulnerable Children (including Special Educational Needs and Disabilities and Pupil Premium), Curriculum, Finance, Religious Education, and Health and Safety. As part of these roles, and sometimes for other reasons, governors are involved in a wide range of in-school monitoring visits and reports on these are made to the next FGB meeting after the visit concerned. Governors also monitor several collective worship sessions, a year, both in school and church.

We are aware of the skills that each Governor brings to the school and those areas in which we are short. We seek external advice and guidance to help in these areas, and as far as possible, recruit governors with appropriate skills to fill our vacancies. We ensure that governors have access to relevant training and development activities, and that new governors are supported by more experienced governors, to maximise their effectiveness as a governor and the effectiveness of the governing body as a whole.

As a Church of England school, the school undergoes periodic inspections as part of the Statutory Inspections of Anglican and Methodist Schools (SIAMS) regime. Our latest SIAMS inspection took place in March 2025, and was a great success, the inspector concluding that the school is living up to its foundation as a Church school and is enabling pupils to flourish, and that our high-level vision, ‘learning with love and laughter’, resounds throughout the work of the school.

In May 2026, the school’s periodic Ofsted inspection took place, resulting in an excellent report, with each of the judgement areas considered to be of ‘strong standard’ by the inspection team.

Ensuring effective safeguarding arrangements at the school is of the utmost importance for Governors. During 2025-26 the Governing Body again ensured that all governors receiving training focused on the safeguarding role of governors and the link governors responsible for Safeguarding conducted regular school monitoring visits throughout the year, reporting to each FGB meeting on their work. The local authority’s annual review of our safeguarding practices in 2025-26, shadowed by the Safeguarding Link Governor, concluded that the practices were very robust. The recent Ofsted inspection also concluded that safeguarding standards were being met by the school. The Ofsted judgement means that school leaders fulfil their specific responsibilities and have established an open culture in which safeguarding is everyone's responsibility and concerns are actively identified, acted upon and managed. As a result, pupils are made safer and feel safe.

The governing body monitored the implementation and impact of the priorities that were included in the annual School Improvement Plan during 2025-26. The priorities focused on further rollout of the new Maths scheme (Effective Maths), ensuring the consistent application of the new teaching, learning and marking policy, and implementing a more structured approach to oracy throughout the school. Oracy can be thought of as what the school does to support the development of children’s capacity to use speech to express their thoughts and communicate with others, in education and in life. It is multi-dimensional, encompassing physical, linguistic, cognitive and social and emotional strands. These areas will continue to be the main areas of focus during 2026-27.

The school’s finances continue to be managed well, and the school continues to maintain an appropriate level of reserves.

During the year, governors also oversaw the development and implementation of a Climate Action Plan, with a number of initiatives involving staff and children. This plan will continue be monitored and refined during the coming year.

During 2025-26, a Parent Governor stepped down so an election was held during the spring term to fill the vacancy. Three other governors joined the Board during the year to fill vacancies that emerged during the year, one Local Authority governor and the Foundation governors appointed by the Parochial Church Council and Oxford Diocese. At the time of writing there are no vacancies on the Board. However, the Chair and Vice Chair have announced their intention to stand down from the Governing Body at the end of the first term of 2026-27, which will create two Foundation vacancies.
